StayLive is continuing the rollout of the Work Control Procedures competency pathway, covering Work Party Member, General Work Supervisor, Work Authority Recipient, and Permit Recipient, with Issuer still to come.

What do I need to do?

Complete the certification relevant to your role. Some roles require eLearning only, while WA and Permit Recipient Certified include eLearning, supported practice under general supervision, and employer attestation.

How do I access it?

Through each StayLive member's LMS, with supporting material provided via this website or directly from the organisation.

Do I need to stop work if I haven't done it yet?

No - this is being rolled out to support ongoing work, with transition from the exisiting WAC and PHC to the new competency pathway.

Competency Pathway April 26 Update

StayLive is continuing the rollout of the Work Control Procedures competency pathway, building on the introduction of Work Party Member, General Work Supervisor and Work Authority Recipient, and now adding Permit Recipient.

This pathway provides a straightforward, consistent way to get up to speed and stay on track with the Work Control Procedures, from Work Party Member through to Permit Issuer.

WCP Competency Development Purpose

An industry-wide WCP competency solution that’s a straightforward, consistent way to get up to speed and stay on track with the work control system and procedures, from Work Party Member to Permit Issuer. Think of it as an industry reset - a more consistent and practical approach across sites.

The Story So Far

We delivered the first eLearning module last year; it is a great intro into how we use WCPs in industry and what’s required to be a Work Party Member and General Work Supervisor. It’s also a steppingstone to becoming a StayLive WCP Recipient and / or Issuer.

The resulting certifications are:

  1. StayLive Work Party Member – for staff and contractors required to work on or around a generation site within the WCPs.
  2. StayLive General Work Supervisor – for staff and contractors required to supervise general work on a generation site.

    Building on these two new certifications, we added the StayLive WCP certification:

  3. StayLive Work Authority Recipient – for staff and contractors required to be the Recipient of a Work Authority on a generation site.  

    And have just completed the fourth certification:

  4. StayLive Permit Recipient – for staff and contractors required to be the Recipient of an Access Permit or Test Permit on a generation site.

Course Format - who it's for and how it works

The StayLive WA and Permit Recipient certifications follow the Work Ready (theory) / Work Capable (proven practice) model, resulting in two stages:

Provisional (Work Ready) – achieved through eLearning

Certified (Work Capable) – achieved through on-the-job practice and employer attestation

To achieve StayLive WA or Permit Recipient Certified (work capable), an individual must:

  • First achieve Provisional status by completing the StayLive WA or Permit Recipient eLearning.
  • Complete a Self-Evaluation.
  • Apply their self-evaluation insights and receive on-the-job coaching while practicing under general supervision.
  • Record practice across at a minimum of 3 Work Authorities (WAs) or Permits within a 24-month period.
  • Submit sufficient evidence to enable their employer to complete an Employer Attestation.

In line with existing WA Recipient and Permit Recipient certifications, the certifications will need to be renewed every two years via the VoC (validation of competency) process.


The current Work Authority Certification (WAC) and Permit Holder Certification (PHC) will be phased out and replaced by the StayLive WA Recipient and StayLive Permit Recipient Certifications.

Roll out Timeline

  • Dec 2025 - StayLive Work Authority Recipient Provisional and StayLive Work Authority Certified certifications available.
  • May 2026 - member company access the StayLive Permit Recipient eLearning course and set up in their internal learning management systems.
